3. Qualification requirements for bidders

3.1 Applicants are required for this pre qualification review;
3.1.1 Bidders must have independent legal personality and a valid business license;
3.1.2. The applicant shall possess a first level or higher qualification for general contracting of construction projects and have a valid safety production permit;
3.1.3. The proposed project manager must hold a professional qualification certificate of first level construction engineer or above in the field of construction engineering. The proposed project manager must also hold a professional qualification certificate of first level construction engineer or above in the field of construction engineering; Provide at least one similar project performance contract or award notification letter that the project manager has participated in in in recent years (from January 1, 2019 to present);
3.1.4 Authorization letter from the legal representative and the authorized person's ID card (if the legal representative directly participates in the bidding, a copy of their ID card and proof of their identity must be submitted);
3.2 Financial Requirements: Provide a complete financial report audited by a third-party professional organization for any year in the past three years (2019-2021) (including at least three tables and one note) or a credit certificate issued by the basic bank where the account was opened within six months before the bid opening date. Either of the above two forms of proof materials can be provided;
3.3 Performance requirements: Provide at least 5 similar project performance contracts or winning notices that the enterprise has had in recent years (from January 1, 2019 to present);
3.4 Proof of Social Security Fund Payment: Provide payment receipts for at least one month since January 2022 or proof of social insurance participation and payment issued by the social security institution, with the official seal of the social security institution or collection agency on the receipts or proof. Suppliers who are not required by law to pay social security funds should provide relevant documentation to prove their compliance;
3.5 Tax Payment Certificate: Provide at least one month's tax payment certificate or tax payment certificate (providing at least one type of value-added tax or corporate income tax) that has been paid since January 2022. The tax payment certificate or tax payment certificate should have the official seal or business seal of the collection agency or tax authority. Suppliers who are exempt from taxes in accordance with the law should provide relevant documentation to prove their compliance;
A written statement stating that there have been no significant illegal records in business activities within the past 3 years prior to participating in the bidding activity;

4. Obtaining the bidding documents

Access method: Interested participants are requested to purchase the qualification pre-approval documents at Room 1005, Building 2, No. 726 Minjing 1st Road, Xi'an Economic and Technological Development Zone, Shaanxi Province, from 9:00 am to 12:00 am and 2:00 pm to 5:00 pm (Beijing time, the same below, excluding holidays) daily from February 13, 2023 to October 17, 2023. They must present an introduction letter, a power of attorney from the legal representative, a copy of the legal representative's ID card, a copy of the authorized person's ID card, and the original ID card of the authorized person stamped with the official seal. The document fee is 500 yuan per set, and there is no refund after sales.
